City Council
The Shorewood City Council is comprised of the mayor and four council members who serve staggered four-year terms. Council members are elected at large, meaning they represent the entire city and not a specific ward, or section of the city.
Council members are the legislators of the city and are democratically elected to decide which services to provide and how to pay for them. Among many other functions, the Shorewood City Council is responsible for establishing priorities and making policy decisions, enacting ordinances and resolutions, adopting the budget, and making personnel decisions.
Council meetings are regularly scheduled for the second and fourth Mondays of the month at 7 p.m. at city hall, with adjustments for holidays. Work sessions occasionally take place prior to the regular meeting. The agenda and an updated meeting schedule are available on the city's website, usually the Thursday prior to the meeting.

'Matters from the Floor' is a limited forum for residents of the City of Shorewood to speak with the council is provided on the agenda for every regularly scheduled City Council meeting. Public comments during the public comment period are subject to these limitations:
- Speakers must be recognized by the presiding officer before speaking and are limited to five minutes for comment.
- Speakers may be required to sign up prior to speaking and provide a name, address, and brief summary of the subject matter they wish to address. The sign-up sheet will be available at the entrance to the city council chambers.
- Speakers must direct their remarks toward the presiding officer and city council.
- In providing this limited public forum, the City of Shorewood expects respectful participation. Speakers are encouraged to be courteous in their language and deportment, and to confine their remarks to those facts that are germane and relevant to the question or matter under discussion. Comments which denigrate or attack a person or group based on their ethnicity, gender, religion, sexual orientation, or nationality or are intended to threaten or intimidate others and/or which would incite an immediate breach of peace are not acceptable. City council meetings are public business meetings, available for viewing on television and the internet by members of the public, including children. Therefore, consistent with FCC rules, obscenity, profane, grossly offensive, or indecent language will not be tolerated by the presiding officer.
- Speakers are required to follow the direction of the presiding officer.
- Speakers who do not follow the direction of the presiding officer will be warned that further disruptive conduct will result in removal from the meeting. After warning, if the conduct continues the presiding officer may ask the speaker to leave.
- Council will generally not respond at the same meeting where an issue is initially raised by a member of the public. Members may ask clarifying questions of the speaker but should generally not engage in debate or dialogue. The matter may be referred to staff for further research and possible report or action at a future council meeting, or the council may ask staff to follow up with the speaker directly.

Addressing City Council
The public is encouraged to attend all open meetings and can address the Council during Public Hearings and Regular City Council meetings.
Emails directed and sent to the City Council are received and read by the mayor and all council members. Open Meeting Laws prohibit council members from engaging in city discussions outside of public meetings. Data Practices Laws also apply. Therefore, you may not receive a response from all council members, or you may receive a response from the city administrator or other staff member.
Public hearings are one way the council obtains feedback on specific issues before a decision is made, mostly on land use and zoning matters. Public hearings are usually conducted by the planning commission. The goal of a public hearing is to consider all perspectives. Not all issues coming before the council involve a formal public hearing. Advance notice of public hearings is posted on the city website and is mailed to residents within a legally prescribed boundary.
The same rules outlined under the above section Public Comment During a Council Meeting apply to Public Hearings, although speakers may be allowed more time for comment.
