2024 Mill & Overlay and Smithtown Road Drainage Improvements
Overview
The City of Shorewood authorized the preparation of plans and specification of the 2024 Mill & Overlay and the Smithtown Road Drainage Improvements project in January 2024. The project is identified in the Capital Improvement Plan (PDF) for maintaining and extending the longevity of the existing roadway infrastructure throughout the city. The Mill & Overlay Project includes streets that have poor pavement ratings and/or are carryovers from previous projects in which they were cut due to budget. The Smithtown Road Drainage Improvements Project is addressing several drainage issues along its length.
The following roadways are included in the mill and overlay project. Project work will be completed in 3 phases. View phasing map (PDF)
- Phase 1: Bracketts Road, Chestnut Court, Maple Street, Oakview Court, Whitney Circle
- Phase 2: Boulder Circle, Spruce Hill Court, and instersections off Smithtown Road: Howard's Point Rd, Fairway Dr, Ayrshire Ln, Star Ln, Christopher Rd
- Phase 3: Church Road, Murray Street/Court, Lilac Lane, Smithtown Road and Boulder Circle intersection, Smithtown Road and Cajed Lane intersection, and the miscellaneous utility improvements on Eureka Road.
Project Timeline & Work Scope
Mill and overlay work will be done in 3 phases. The above list outlines which streets are included in each phase. See updates below for the latest schedule information. Please note, schedule is subject to change due to weather.

Construction work for the 2024 Mill & Overlay and Smithtown Road Drainage & Utility Improvements Project has been completed. Final restoration work remains, which will be completed in the upcoming weeks. If you have irrigation repairs that need to be performed at your property or further restoration questions, please contact the Resident Project Representative to discuss.
The updated construction schedule is as follows:
Wednesday, August 21:
- Mainline paving on Lilac Lane and Church Road. Crews will start paving Lilac Lane at noon on Wednesday and will finish with Church Road.
Thursday, August 22:
- Mainline paving on Murray Street, Murray Court and the following intersections off Smithtown Road: Virginia Cove, Boulder Circle and Cajed Lane. This work will start at 7AM on Murray Street.
Friday, August 23:
- Miscellaneous restoration needed for Phase 3 Streets: topsoil repairs, irrigation repairs, etc.
Phase 3 Streets include: Church Road, Murray Street/Court, Lilac Lane, Smithtown Road and Boulder Circle intersection, Smithtown Road and Cajed Lane intersection, and the miscellaneous utility improvements on Eureka Road.
There have been some scheduling changes for the 2024 Mill & Overlay Project. The construction schedule for the next two weeks is as follows.
Week of July 29
- July 29: No work.
- July 30: Gate valve bolt replacements at the Eureka Road/Sunnyvale Lane and Eureka Road/Nelsine Drive intersections. Ditch cleaning off Smithtown Road at the Boulder Circle and Cajed Lane intersections. The roadway will be open to thru traffic, but there may be times where you must wait for crews in order to access the roadway. Please travel with caution and watch speeds in these areas as crews perform this work.
- July 31: Completion of gate valve bolt replacements and ditch cleaning. Landscape restoration for Phase 2 Streets on Boulder Circle.
- August 1: Concrete curb removals for Phase 3 Streets (Church Road, Lilac Lane).
- August 2: Concrete curb removals for Phase 3 Streets (Church Road, Lilac Lane).
Week of August 5
- Concrete curb repairs for Phase 3 Streets (Church Road, Lilac Lane) are scheduled for August 7th. There will be no street parking allowed on this day.
Phase 3 Streets include Church Road, Murray Street/Court, Lilac Lane, Smithtown Road and Boulder Circle intersection, Smithtown Road and Cajed Lane intersection, and the miscellaneous utility improvements on Eureka Road.
This work is weather pending and will be performed the following day if rain delays occur.
Previous Updates
- April 11: Bids for the project were opened on April 11, 2024. A total of six bids were received.
- April 22: Bids and award contracts were presented at the City Council Meeting
At the March 11th Council Meeting, staff had presented the final plans and specification for the 2024 Mill & Overlay and Smithtown Road Drainage project and Council had given authorization to advertise and open bids for the project.
